A different measure from 2026-2027. Up to 2025-2026 each child on a plan was given one overall achievement figure for the year, and this is the average across the cohort. From 2026-2027 the platform rates every individual target instead, and reports the share of those ratings at Good Progress or better. The newer measure is the finer of the two: a child with eight targets is no longer reduced to a single number, and a target that stalled stays visible rather than being averaged away. The two percentages are therefore not comparable, and are not drawn as one line.
